Do we know anyone with experience painting on fabric?
My best friend is getting married in Hawaii in February. She's seen a dress that has a blue tropical floral design on a sheer outer layer of the skirt, but it wasn't available any longer, and she isn't having luck finding another one. So we're thinking the only way is to have something made. Probably purchase a dress in a style she likes, then find a talented someone to add the flowers.

She can have fabric custom printed at Spoonflower. She just needs to submit art. They have cotton, knit and silk.
But if she wants to try painting her own she can try silk painting. You can paint free form with a watercolor effect or you can use a resist that creates borders that you paint inside. Thai silks has lots of inexpensive white silk scarves to test and practice. Then she can buy silk charmeuse, organza or chiffon by the yard from them for the dress.
